A card on the Dashboard lists what you can do now, and where. It shows once, then waits for the next change; "All updates" is the full list.
When something has shipped since you last saw the card, "What's new" appears on the Dashboard: the date, what you can do, where to do it, and a Guide link. Seeing it is enough — it is gone on your next visit until the next change.
The link on the card (also /whats-new) lists every change, month by month, with the same Guide links.
